The problem of testing the equality of several normal means
such as the treatment effects in a one-way fixed effects analysis
of variance model is considered.
Power optimization in terms of contraints on certain range functions
of the means is considered. Minimax test procedures are developed
which allow power level requirements to be met most efficiently.
Optimal tests are compared with the F-test and the Studentised range test.
